President’s Report

President, Bob Pym
President, Bob Pym

There have been further developments on a number of the matters referred to you in my September report. These include:

Review of WPSA Constitution: The final revision of the Constitution and By-Laws was completed in October and sent out on 21 October by mail and email to the Council for voting. The deadline for receipt of the completed ballot forms is 15 December 2010. If supported, the revised Constitution and By-Laws will come into effect immediately. The requirement as stipulated in the present Constitution is that at least 50% of the Councillors must vote, and that support or rejection will be determined by a simple majority of the votes cast.
The Constitutional review process has taken rather longer than anticipated, but Board members were anxious that all proposed changes were properly considered. If supported, the new Constitution and By-Laws will be published in the next WPSA Newsletter.
Revisions to the various guidelines associated with WPSA programmes and awards, (which are separate to the constitution and By-Laws) will be published in the next editions of WPSJ and on the website.

Revision of the FAO poultry website: The revision of the FAO AGA Poultry website, which provides detailed across-sector information on all aspects of poultry production in developing countries, has been completed to a stage where the website is now online here. Further reviews will be added as they become available. The website is linked to the WPSA website. Comment on the website has been sought from all WPSA branches.
Related to this, an e-conference on poultry breeding in developing countries hosted by FAO, will be held during January 2011. Details on access to this are provided in this Newsletter.

African Poultry Network: Following the workshop held at INRA Nouzilly, France, in August to establish the African Poultry Network, the elected members of the Steering committee have been active in moving forward with the development of the Network. To ensure full collaboration and involvement of the existing WPSA (sub-Saharan) African branches, contact has been made with the executive officers of these branches to encourage close interaction between the branches and the group elected at Tours.
Related to this, the forthcoming African International Poultry Summit to be held in Abeokuta, Nigeria from 20-24 February, 2011, provides an excellent opportunity for face to face contact between stakeholders and for the further development of the Network.
It was my very great pleasure to have been invited as keynote speaker to the meeting of the New Zealand WPSA branch’s 50th Anniversary celebration meeting in Palmerston North from 12-13 October 2010. I was asked to speak on The Role of WPSA in Promoting Poultry Research, Education and Training. It was a very well conducted, informative and enjoyable meeting.

My very best wishes to all WPSA members for a safe and enjoyable festive season and that 2011 will be a year that brings opportunities and personal pleasure and rewards to all, and international harmony and goodwill.

Report from the Office of the General Secretary

General Secretary, Roel Mulder
General Secretary, Roel Mulder

Constitution: The voting for the revision of the Constitution and By-Laws is going well. A second mailing has been sent to assure Councillor votes will come in before the deadline of 15 December 2010.

Branches: A new branch was formed in Burundi. The inaugural meeting of the Branch in Azerbaijan has been postponed to 2011. The constitution for the Mediterranean Poultry Network is now ready for Board approval.

Meeting/Exhibition Visits: WPSA meetings in Argentina, Colon, Entre Rios, the Baltic Poultry conference in Vilnius, Lithuania, and the AVEC conference in Portoroz, Slovenia, were attended.
WPSA was represented at the VIV China conference, where with the enormous help of the China branch good promotion for WPSA could be done, as well as contacts with industries could be established. The following meetings and exhibitions will be attended early next year: The International Poultry Exhibition in Atlanta, USA; The Asian Pacific Poultry Conference in Taipei, Taiwan; and the Bangladesh Poultry Conference in Dhaka. The WPSA Board will meet during the APPC in Taipei, Taiwan.

Poultry Science Encyclopaedia: The project on producing a Poultry Science Encyclopaedia is now underway. Prof Werner Bessei at the University of Hohenheim (Germany), will be the editor in chief for this project. This project should be completed by the time of the Worlds Poultry Congress that will be held in Salvador, Brazil, in August 2012. WPSA members should have access to its contents at that time.

Advertisers: One of the General Secretary’s main activities at recent meetings and exhibitions was to establish agreements on 2011 advertisements and sponsorships with existing and new companies. The November Eurotier meeting held in Hannover, Germany, proved to be an excellent platform for doing so. Next year WPSA will have booths at the VIV Asia meeting in, Bangkok, Thailand; at Victam Europe, Cologne, Germany; and at VIV Russia in Moscow.

Travel grants: One Travel Grant application has been received and accepted for attending the Australian Poultry Conference that will be held in February 2011. Several applications for travel to the Asian Pacific Poultry Conference that will be held in March in Taipei, Taiwan, have also been received. Decisions on those are expected soon.

Report from the Office of the Treasurer

General Secretary, Roel Mulder
Treasurer,
Francine Bradley

In many of our countries, autumn is the season for bringing in the crops. I am pleased to report that the WPSA investment accounts held in the United States have harvested significant gains. While leaves have been falling here in California, the value of WPSA’s mutual fund holdings has been rising.

I am most grateful to my colleagues Dr. Mulder and Ms. Kleverwal for helping with the second invoicing of those advertisers and sponsors who did not respond to my first invoice. It is important that all companies receiving acknowledgment and/or advertising in our Journal follow through with their financial commitment. Due to efforts from my office and reminders from the Secretariat, over 90% of all advertisers and 75% of sponsors have paid in full.

I have been finalizing year-end payments and will soon start on tabulation of the 2010 records. To all the members who pay their dues on time and to the hard working branch secretaries who make branch payments in a timely manner, I send my heartiest “thank you.”

In this challenging economy, I wish all of you good fortune. In addition, may you all enjoy good health – a commodity not traded on the stock exchanges, but of the GREATEST value.

World's Poultry Science Journal

Online submission of papers for the World's Poultry Science Journal

As Editor of the WPSJ, I am proud to announce that, from March 2010 onwards, all submissions to the journal will be through ScholarOne Manuscripts at http://mc.manuscriptcentral.com/wpsj or via the WPSA website. Authors must log in and follow the instructions on screen in order to ensure their paper will be processed quickly and efficiently. This system is advantageous in many respects, as it allows quicker processing, easy access to check the progress of each paper, regular automatic reminders for reviewers (to which we are always most grateful for their efforts) and rapid communications with authors. I’m sure some authors will miss the current ‘personal touch’ involved in submitting papers to me, however with ever increasing numbers of papers coming in, and very limited staff capacity, the only way to facilitate processing so many papers is via such a system.
Although most authors are familiar with this kind of submission system, for those who aren’t, please make sure your manuscript strictly adheres to the guidelines given in the instructions. The WPSJ does not charge for publishing papers (except if colour pictures are required), and continues to make every effort to keep the costs of publication to a minimum. However, please be aware that papers which are not reviews or are incorrectly formatted may incur costs that will be charged back to the submitting author (approximately US$20).

Dr Lucy Waldron (previously Tucker), Editor WPSJ

If you would like to register your interest in attending this meeting please contact: nfrench@aviagen.com.

WG9: On behalf of the Swedish Organizing Committee, the International Scientific Committee, the Swedish Branch of WPSA and the Working Group no. 9 “Poultry Welfare and Management” of the European Branch of the WPSA, we are pleased to invite you to Uppsala, Sweden on June 17th-20th 2013 to attend the IX European Symposium on Poultry Welfare. At this meeting we will share and discuss the latest developments, scientific findings and experiences in order to assist the poultry industry to keep bird welfare at high levels and in line with future demands while maintaining production at acceptable levels.
The European poultry industry, especially, has faced considerable constraints regarding production methods during the last decade. The EU directive on minimum welfare standards for layers is to be fully implemented no later than January 1:st 2012 and the standards for meat producing chickens are already in force.
The organic poultry production has increased considerably in many countries in recent years. This production is also facing strict European directives mainly on nutrition, stocking density and age at slaughter. Two different EFSA reports, on the welfare of broiler breeders and the animal welfare aspects of broiler genetics respectively, have recently been published and may influence both industry standards and EU minimum legislation in the future.
Thus, all welfare directives and reports prepared are challenging to the industry and for the welfare of the birds. Also, different national conditions exist which may strongly affect the success of specific production systems. One relevant and controversial topic in this context is beak trimming.
The discussion on competitiveness and costs of production methods used in different  continents/countries is still on the agenda. However, having so far been mainly a European topic, there are now clear developments in several other countries and continents that the development of welfare issues are spreading. The scientific program of the IX European Symposium on Poultry Welfare in Uppsala will address a wide range of topics influencing welfare and sustainability of poultry keeping in different countries. Topics like production and rearing methods, behaviour, health, nutrition, genetics and important interactions between them will be covered.
Once again, welcome to Uppsala in June 2013 - the city of science and art - the home town of e.g. chemist Anders Celcius, botanist Carl Linnaeus and famous film director Ingmar Bergman. We hope for a high number of participants, not only from Europe of course, but from many parts of the world – do not forget poultry is the most widely spread food producing species on land in the world!

WG10: The European Federation’s Working Group 10 on Turkey Production will host the 6th International Symposium on Turkey Production in Berlin, Germany, in June 16-18, 2011. We hope to see you in Berlin.

WG12: The European Federation’s Working Group 12 will host the “5th Workshop on Fundamental Physiology and Perinatal Development in Poultry on the 31 August – 3 September, 2011 in Wageningen, The Netherlands. For additional information about the Workshop please visit the website: www.pdpworkshop2011.com or send an email to info.pdpworkshop2011@wur.nl.

WPSA Programmes

Providing travel assistance for young WPSA members and students to participate in regional and global WPSA conferences

It is generally agreed that enhancing the educational, research and experience opportunities of young poultry science professional and technical people is critical to the development of more efficient poultry production, whether it is in an intensive technological industry or in smallscale, family production systems. WPSA offers a Travel Scholarship scheme of open competition to facilitate this. It should be stressed that any travel assistance WPSA provides under the scheme is independent of and in addition to that currently provided by the World Poultry Congresses, by Regional Conferences and/or by individual Branches. Its aim is to target and benefit students and young members, including young poultry producers from developing countries and students from developed countries. Because of budgetary constraints and the high cost of international travel, the grant is not intended to cover the full cost of attendance at meetings, but rather to facilitate such attendance The maximum age of applicants at time of application is 40 years and applicants must be a member of WPSA for at least six months before they can apply for a Travel Grant. Applications must be accompanied by a short CV.
Deadline: Applicants must submit their applications at least 3 months prior to the meeting.
Application form: Full details and the application forms can be obtained from the WPSA General Secretary’s Office or you can download the application form from the WPSA website (www.wpsa.com).

Send the application form (preferably by e-mail) to the General Secretary of WPSA, Dr Roel Mulder, PO Box 31, 7360 AA Beekbergen, The Netherlands, e-mail: roel.mulder@wpsa.com or wpsa@xs4all.nl, fax: +31 207508941.

Speakers' Bureau: Fostering local and regional conferences in the poultry sciences

During the 34th meeting of the Board of WPSA on August 20, 2000 in Montreal, Canada it was recognised that expertise in several areas of poultry science and production in low income countries is often very limited, and WPSA branches in these countries often do not have sufficient financial resources to fund overseas speakers.
To address this problem, the Board created a Speakers’ Bureau to assist branches in low income countries to cover the travel costs of expert international speakers. This measure is consistent with the key objective of WPSA to encourage and facilitate liaison among research scientists and educators, and between those in research and education and those working in the many diverse sectors of the poultry industry. Under the Speakers’ Bureau scheme, WPSA will pay only the cost of air travel (lowest economy class). All other expenses such as local travel and accommodation are to be paid by the organizing Branch(es). WPSA will not pay any honorarium to speakers.
Given the high cost of international air travel it is important that optimum value be obtained from this expenditure by WPSA. This can be achieved by insisting that the visiting speaker provides more than just one paper at a conference. The visiting speaker could contribute in a variety of ways, e.g., present a second paper on a related topic, conduct a workshop for graduate students, have small group or one-on-one interaction, especially with students, visit industry groups, visit university groups, etc.
Unless the Branch (or group of Branches) can pay all the speakers’ costs itself, a speaker should NOT be invited until approval of Speakers’ Bureau funds is made by the WPSA Executive Committee. The Branch(es) should not assume that approval will be given until so advised by the WPSA Secretary.
Where a Branch or a group of Branches wish to apply for Speakers Bureau assistance, there are certain conditions which must be met.

Full details and the application forms can be obtained from the WPSA General Secretary’s Office or you can download the application forms from the WPSA website (www.wpsa.com).

Workshop on transformation of poultry industry in Malaysia towards 2020held 12-15 October 2010 held at the Glory Beach Resort, Port Dickson. This workshop was organized by the Department of Veterinary Services, Malaysia, to formulate new strategic action plans to transform the poultry industry in Malaysia in line with the government’s Economic Transformation Programme (ETP). It was attended by all stakeholders, experts, WPSA-Malaysia, Federation of Livestock Farmers’ Association Malaysia (FLFAM), academicians, representatives from the producers, processors, farmers and government officials to dwell on the future direction and transformation of the poultry industry in Malaysia. There were 5 plenary papers presented before the break off sessions for group discussions. One of the plenary papers on the “Global Outlook of the Poultry Industry & its implications on the Poultry Industry in Malaysia” was presented by Dato’ Dr. Vincent Ng, President WPSA-Malaysia.
As announced by the Hon. Prime Minister, Dato’ Sri Najib Tun Razak, the ETP will kick start Malaysia’s drive towards high-income nation status with 131 entry point projects and 60 business opportunities. The aim is to increase the Gross National Income (GNI) from RM660 billion in 2009 to RM1.7 trillion in 2020. The agriculture sector plays an important role in Malaysia’s economic development, providing rural employment, uplifting rural incomes and ensuring national food security. By 2020 agriculture will be transformed into agribusiness, moving towards a model that is inclusive but simultaneously anchored on market needs, economies of scale and value chain integration. Malaysia will focus on large global markets with high growth potential such as aquaculture and premium processed foods, while maintaining a strong presence in strategic sub-sectors such as paddy and livestock to ensure national food security. To do so, we will need to capitalize on natural resources while enhancing productivity and adopting a truly demand driven approach.

Datuk Dr. Vincent Ng In Hooi, President of WPSA Malaysia Branch

USA

The USA and Canadian Branches jointly hosted the annual WPSA Lecture held during the Poultry Science Association Annual Meeting in Denver, CO during July, 2010. The Lecture was presented by Dr. Hafez M. Hafez of the Faculty of Veterinary Medicine at the Free University of Berlin. His lecture was entitled “Poultry Production: Current and Future Challenges and Opportunities”. The engaged audience enjoyed the viewpoints of Dr. Hafez on both the history and developments in the poultry industry, followed by his projections of what will be required of the industry in the future.
A very successful student mixer was also jointly hosted by the two Branches during the Poultry Science Association Annual Meeting. Students from a large number of universities took advantage of the opportunity to interact away from the formality of the scientific meetings. This student mixer is expected to become an annual event.
The USA Branch elected two new members for the Branch leadership team: Walter Bottje (University of Arkansas) and Edgar Oviedo (NC State University). The PSA President appointed Bob Taylor (University of New Hampshire) to the remaining open committee position.
