President’s Report

President, Bob Pym |
Review of WPSA Constitution: Members of the WPSA Board have now commented on the near final draft of the revised Constitution, and in early June 2010 the revised constitution will be sent out to WPSA Councillors for their approval. As noted in earlier reports, there has been a major restructuring of the Constitution, with a significant expansion of the By-Laws to cover operational matters. A particular focus has been on making the Constitution truly reflective of current and projected practice, particularly in relation to the role and functions of the Council.
Board members have also prepared and made comment on proposed revisions to the guidelines associated with various WPSA programmes and awards. These are separate to the constitution and By-Laws. When finalized, the revised guidelines will be published in both the WPSA Newsletter and in the WPSJ.
Follow-up to Think Tank: As noted in my report in the March Newsletter, the follow-up meeting to the Poultry Think Tank held in Freising, Germany last June, will be a joint FAO/WPSA Symposium to be held during the European Poultry Conference in Tours, France on Tuesday 24 August. The programme for the session is presently being developed and speakers identified, but the broad plan is to have five 1-hr “sessions” – with 2 speakers in each session talking for a total of 20 minutes (10 each) and 40 minutes for facilitated discussion.
The focus is on technically sustainable and socially equitable global poultry production. The five elements to be addressed in the sessions are:
- food safety and quality
- public health, animal health
- environment, biodiversity and natural resources
- trade liberalization / market distortion
- poverty reduction, social equity and economic development
The plan is to prepare Terms of Reference (objectives, expected outputs and guiding questions) to assist the facilitators. WPSA has provided comment on the first draft programme and the final programme should be prepared shortly.
A meeting was held in Utrecht, the Netherlands, during VIV Europe on 21 April 2010 involving Professor Hodges, Dr. Akke van der Zijpp, Piet Simons, Roel Mulder and myself, to discuss the think tank initiative and the proposed meeting at EPC. It was recommended that there should be a smaller group follow-up think tank - format meeting later in the week at EPC, to bring together and distil the important elements from the discussions at the Symposium, so that the process can be taken forward.
African Poultry Network: A workshop will be held at INRA Nouzilly, France, on Friday 27 August 2010, following the European Poultry Conference (www.epc2010.org ) at Tours that will be held from 23-26 August, to discuss the formation of a WPSA (sub-Saharan) African Poultry Network. Attendance at the workshop is by invitation. Cost of attendance at the one-day workshop (return transportation from Tours and meals etc.) will be covered by WPSA and FAO.
For some time WPSA has discussed the possible formation of an African Federation along the lines of the European and Asian Pacific Federations, to facilitate the development of the poultry industry throughout Africa. It is now generally recognized and accepted, that difficulties and costs with travel between the far flung centres of activity in poultry research, the identification of working groups with a focus relevant to the needs of the continent, and the lack of cohesion between the poultry industry in the different countries, means that it would be very difficult to establish an effective federation along the lines of the European and Asian Pacific models.
In recent times it has been suggested that a “virtual” federation or “network” be established which would essentially rely, for the most part, on electronic communication between the participants and stakeholders, using the WPSA website as a hub. In order to initiate this, it was felt that it was very desirable to conduct a physical meeting of potential participants in a workshop format at a broad based scientific and technical meeting which would be likely to attract their attendance. The European Poultry Conference at Tours is such a meeting. The Chair of the Conference, Yves Nys, has kindly offered the use of the facilities at SRA INRA Nouzilly for the one-day workshop.
The focus of the network is on the promotion of poultry science and of the poultry industries in sub-Saharan Africa. Recently, the WPSA Mediterranean Poultry network, which has a similar focus in the Mediterranean region, was formed. This includes the countries of northern Africa. The proposed network is seen as being entirely compatible with (and NOT in competition with) the International Network for Family Poultry Development (INFPD), which is a global working group of WPSA.
Aims of the workshop: The aims of the workshop (as distinct from the aims of the network) are to bring together potential participants in the network, to discuss the aims, goals, structure and modus operandi of the network and the ways in which the network might operate to assist in strengthening African-based poultry research capability, overcoming the constraints to poultry production, and increasing the consumption of poultry meat and eggs throughout Africa. A very important aim is to establish contact (which will hopefully lead to an effective working relationship) between the workshop participants as future members of the network.
Issues for discussion:
- There is a need to adopt an “across production sector” approach to both the workshop and the network. All sectors of the industry should be included, ranging from small-scale family, semi scavenging sector 4 production with indigenous birds, through to large scale, sector 1 commercial meat and egg production.
- It is desirable that all elements of the industry and as many groups supporting the industry as possible, (from as wide a geographical distribution as possible), be represented. This includes industry personnel from the breeding companies, hatcheries, feed mills, processing plants and producers, as well as scientists, technicians, educationists and government, NGO and private company advisors and consultants.
- Education and training are critical elements in facilitating the development of sustainable poultry meat and egg production in the region. This involves a wide range of stakeholders, both as lecturers/teachers/instructors/trainers and as students and trainees.
- Research capability is a vital component in the identification and rectification of the factors constraining efficient and sustainable poultry production in the region. Knowledge of existing research facilities and staffing and of constraints to the conduct of research is essential to the development of a coordinated and balanced research strategy for the region.
- Linkages between all sectors need to be explored. Many of the issues common to all sectors are operational - i.e. why are well-known and sound husbandry practices often not applied in small-scale production operations?
- There is a role for large integrated breeding companies and global pharmaceutical companies to play in the promotion of good production practices, although such practices need to be carefully evaluated from sustainability and social equity perspectives.
Outcomes: Possible outcomes from the workshop and further activities include:
- Establishment of the African Poultry network
- Development of a working document
- Establishment of an African Poultry network website- linked to the WPSA website
- A periodic conference/meeting, possibly attached to other WPSA-organised meetings, e.g. EPC.
A draft programme for the workshop will be developed shortly and circulated. Application has been made to CTA for funding to support the attendance at the workshop of a number of people from Africa who have been identified as likely key contributors to discussions at the workshop and also to promotion of the network.
Attendance at meetings: During a recent visit to Europe and to the UK, I attended the UK branch meeting in Belfast from 12-14 April, the International Poultry Council meeting in Paris from 14-16 April, and VIV Europe at Utrecht from 20-22 April. Whilst in Europe I had meetings with Dr Yves Nys, Chair of the EPC, in Tours on 16 April, with the WPSA Secretariat at Beekbergen, the Netherlands on 19 April, and with members of the Poultry Think Tank committee (see above) at Utrecht on 21 April.
I look forward very much to meeting with a number of you at the European Poultry Conference in Tours.

General Secretary, Roel Mulder |
New Branches: New branches have previously been announced in Fiji; in Papua, New Guinea; and in Azerbaijan Since then, an inaugural meeting was held for the Papua New Guinea branch, and the inaugural meeting for the branch in Azerbaijan has been set for mid July. Several activities have also been initiated to start other new branches, including efforts in Burundi and in Bosnia Herzegovina. Efforts are also underway to re-establish the inactive branches that previously existed in the Emirates, Bulgaria and Kyrgyzstan.
Visits made and congresses attended: WPSA was represented at VIV Utrecht, The Netherlands. Due to the problems caused by the volcano eruption in Iceland, attendance at Utrecht was low, and several exhibitors and lecturers for the scientific meetings could not get to the conference. Nevertheless we received a number of branch members and company representatives from around the world at our WPSA booth.
Over the coming months, we plan to attend the European Poultry Conference in Tours, France; the VIV Beijing, in Beijing, China; and the Eurotier, in Hannover, Germany.
Report from the Office of the Treasurer

Treasurer, Francine Bradley |
In recent weeks, not only has the world been impacted by the burping and belching of a volcano, but also by the global markets. Because of the volatility in the European financial world, many investors have sought shelter in the United States bond market. WPSA’s broker has cautioned against joining this flight to government bonds. It is his professional opinion that inflation in future months could severely harm this sector. I have WPSA invested in a mix of corporate bonds currently yielding 5.35-7.00% and we will maintain these in the portfolio.
WPSA’s investments in the categories of Growth, as well as Growth and Income, have rebounded from last year. As I reported in the March Newsletter, the value of WPSA’s portfolio continues to increase. By the end of April, WPSA’s assets held at the Edward Jones Company were up over US $150,000 from April 2009.
Invoices are currently being mailed to those companies who support WPSA through Journal sponsorship and advertising. You see their names and logos in each issue of the World’s Poultry Science Journal. Be sure when you are traversing the exhibit hall of your next poultry trade show to look for the booths hosted by these companies. I urge you to take a moment, stop by at least one of those booths and express a personal thank you to a company representative. Our Association would be hard pressed to operate without the generosity of these companies.

Online submission of papers for the World's Poultry Science Journal
As Editor of the WPSJ, I am proud to announce that, from March 2010 onwards, all submissions to the journal will be through ScholarOne Manuscripts at http://mc.manuscriptcentral.com/wpsj or via the WPSA website. Authors must log in and follow the instructions on screen in order to ensure their paper will be processed quickly and efficiently. This system is advantageous in many respects, as it allows quicker processing, easy access to check the progress of each paper, regular automatic reminders for reviewers (to which we are always most grateful for their efforts) and rapid communications with authors. I’m sure some authors will miss the current ‘personal touch’ involved in submitting papers to me, however with ever increasing numbers of papers coming in, and very limited staff capacity, the only way to facilitate processing so many papers is via such a system.
Although most authors are familiar with this kind of submission system, for those who aren’t, please make sure your manuscript strictly adheres to the guidelines given in the instructions. The WPSJ does not charge for publishing papers (except if colour pictures are required), and continues to make every effort to keep the costs of publication to a minimum. However, please be aware that papers which are not reviews or are incorrectly formatted may incur costs that will be charged back to the submitting author (approximately US$20).

9th Asian Pacific Poultry Conference: The Taiwan branch will host this conference in Taipei 20-23 March 2011. The theme for the conference is “Sustainable Poultry Production in the Modern Era” and the key topics will include: Nutrition and feed additives, Environment and poultry production, Marketing and product safety, Genetics, breeding and reproduction, Poultry health, and Water fowl. The conference will be held at the International House Taipei, 30 Xinsheng South Rd, Sec 3, Taipei, Taiwan. Information for the conference venue and its location can be viewed at http://intl-house.howard-hotels.com/?Lsn=2.
The organising committee has made an all out effort to keep costs down and to deliver an extremely good value for money event to you. Early bird rates and a two tier registration are being offered. These measures combine to bring you a most affordable event.
You are cordially invited to this most important conference. You will certainly have a most enjoyable time in Taipei, combining business with pleasure. The branch looks forward to meeting you in March 2011 in this vibrant city and welcoming you to the 9th APPC, the foremost poultry conference in the Asia Pacific region. For more information: Contact email: appc@talab.org.tw Website: http://www.wpsa-tw.org.tw.
Fiji Branch Seminar: The Fiji branch has only recently been formed, but already work is underway to organise their first Regional Poultry Seminar. It will be held on 20 October 2010. For enquiries contact the branch secretary, Priya Singh. Her email is: priya.singh@gfinternational.com.au.
Pacific Islands visit: President Alan Gibbins visited Papua New Guinea, the Solomon Islands and Fiji in April. In PNG he presented a paper outlining WPSA, its objectives and the benefits it can bring to a new branch like PNG. In the Solomon Island he met with officials of the Ministry of Agriculture and Lands, the poultry department at the Solomon Islands College of Higher Education (SICHE), and with people with commercial interests. The Solomon Islands is a rather poor nation and it has had difficulties with ethnic tension over the last several years. Unfortunately this had a devastating effect on the poultry industry, with at least one commercial unit being completely destroyed. The industry is only now beginning to redevelop, but it will be a slow process because of lack of resources. During the visit it was proposed that thought be given toward the establishment of a new WPSA branch in their country. This idea was well received, and it would appear to be possible to bring many benefits to the fledgling poultry industries there by having a branch of WPSA. It is hoped that this can be acheived in the near future.

WPSA Programmes
Providing travel assistance for young WPSA members and students to participate in regional and global WPSA conferences
It is generally agreed that enhancing the educational, research and experience opportunities of young poultry science professional and technical people is critical to the development of more efficient poultry production, whether it is in an intensive technological industry or in smallscale, family production systems. WPSA offers a Travel Scholarship scheme of open competition to facilitate this. It should be stressed that any travel assistance WPSA provides under the scheme is independent of and in addition to that currently provided by the World Poultry Congresses, by Regional Conferences and/or by individual Branches. Its aim is to target and benefit students and young members, including young poultry producers from developing countries and students from developed countries. Because of budgetary constraints and the high cost of international travel, the grant is not intended to cover the full cost of attendance at meetings, but rather to facilitate such attendance The maximum age of applicants at time of application is 40 years and applicants must be a member of WPSA for at least six months before they can apply for a Travel Grant. Applications must be accompanied by a short CV.
Deadline: Applicants must submit their applications at least 3 months prior to the meeting.
Application form: Full details and the application forms can be obtained from the WPSA General Secretary’s Office or you can download the application form from the WPSA website (www.wpsa.com).
Send the application form (preferably by e-mail) to the General Secretary of WPSA, Dr Roel Mulder, PO Box 31, 7360 AA Beekbergen, The Netherlands, e-mail: roel.mulder@wpsa.com or wpsa@xs4all.nl, fax: +31 207508941.
Speakers' Bureau: Fostering local and regional conferences in the poultry sciences
During the 34th meeting of the Board of WPSA on August 20, 2000 in Montreal, Canada it was recognised that expertise in several areas of poultry science and production in low income countries is often very limited, and WPSA branches in these countries often do not have sufficient financial resources to fund overseas speakers.
To address this problem, the Board created a Speakers’ Bureau to assist branches in low income countries to cover the travel costs of expert international speakers. This measure is consistent with the key objective of WPSA to encourage and facilitate liaison among research scientists and educators, and between those in research and education and those working in the many diverse sectors of the poultry industry. Under the Speakers’ Bureau scheme, WPSA will pay only the cost of air travel (lowest economy class). All other expenses such as local travel and accommodation are to be paid by the organizing Branch(es). WPSA will not pay any honorarium to speakers.
Given the high cost of international air travel it is important that optimum value be obtained from this expenditure by WPSA. This can be achieved by insisting that the visiting speaker provides more than just one paper at a conference. The visiting speaker could contribute in a variety of ways, e.g., present a second paper on a related topic, conduct a workshop for graduate students, have small group or one-on-one interaction, especially with students, visit industry groups, visit university groups, etc.
Unless the Branch (or group of Branches) can pay all the speakers’ costs itself, a speaker should NOT be invited until approval of Speakers’ Bureau funds is made by the WPSA Executive Committee. The Branch(es) should not assume that approval will be given until so advised by the WPSA Secretary.
Where a Branch or a group of Branches wish to apply for Speakers Bureau assistance, there are certain conditions which must be met.
Full details and the application forms can be obtained from the WPSA General Secretary’s Office or you can download the application forms from the WPSA website (www.wpsa.com).

Brazil
WPSA-Brazil is working hard on the promotion of the 24th World's Poultry Congress that will be held in 2012 in Salvador, Brazil. That Congress will also celebrate the 100th anniversary of the World’s Poultry Science Association.
This has been quite a year so far! Our plans to attend VIV Europe to promote the 24th WPC were thwarted by the Icelandic volcano of unpronounceable name. We then moved to plan B – trying to find other trade fairs where we could reach the European public and in planning to contact the attending companies through other means.
While all of this was happening, we continued to plan the 2010 WPSA-Brazil/FACTA Conference on Poultry Science and Technology, the largest and most important scientific event of its kind in Brazil. The Conference is expected to be a huge success, with more than 900 attendees. We will let you know more about the FACTA Conference in the September newsletter. Also, the coordinators of the Scientific Subcommittees for the 24th WPC will gather at the FACTA Conference to finalize the core structure of the Scientific Programme.
We have also finished the programme for a National Seminar on Egg Incubation: New Technologies, which will take place in Campinas (August 10-11, 2010), and for the programme of the Latin American Seminar on Poultry Slaughter and Processing, which will take place in November of this year.
Members of WPSA Brazil, including our President, Dr. Edir Silva, will attend the 2010 EPC which will provide us with a great opportunity to promote the 24th WPC for scientists and researchers of the whole world.

United Kingdom
The annual spring meeting of the UK branch was held on 13 – 14 March 2010 at Queens University, Belfast, North Ireland. The meeting started with the Hammond Memorial Lecture, held jointly with the British Society of Animal Science, which was given by Prof John Oldham of SAC, Edinburgh. His topic was “Animal Science – recent progress and future challenges”, and he discussed the role of science in enabling progress on self sufficiency and global food security to “feed the world”.
The formal opening of the WPSA (UK) meeting included some words of reflection by the new President, Patrick Garland, on the sad loss of Dr. Tom Acamovic, our previous President. On a happier note we were addressed by the world WPSA President, Bob Pym, from Australia who was visiting a number of Branches around the world.
Over 60 members then enjoyed some 25 scientific papers with sessions on nutrition, animal behaviour and welfare, meat quality, and including a joint WPSA/BSAS session on animal breeding and genetics. A developing tradition is to include an “industry” session with speakers from the field illustrating the importance of cooperation between science and the wider poultry industry. Tom Scott spoke on nutritional influences on producing birds that the market wanted and Stephen Lister discussed the need for closer cooperation between veterinarians and nutritionists in managing the complex disease and dietary interactions affecting bird health, welfare and performance.
The meeting was enhanced by a further 30 poster presentations, many of which were introduced by short oral presentations. It is with regret that a number of registered attendees from Iran had their visas rejected en bloc shortly before the meeting and were unable to travel.
The annual Gordon Memorial Lecture took place during the meeting and was delivered by Professor Eddy Decuypere of the Catholic University of Leuven, Belgium, on the subject of “The broiler breeder paradox from a physiological, genetic and ethical viewpoint together with suggestions for solutions”. This was followed by a lively debate and the traditional wine reception.
The Annual Conference Dinner was held in the impressive Great Hall of Queens University. It included a short celebration of the life of Tom Acamovic delivered by Nick Sparks of SAC in the presence of Toms widow, who was guest of honour. The dinner ended with a toast to Tom with “traditional” Scottish IronBru!
The meeting was considered a great success, mixing some up to the minute science and consideration of the place this research has had in improving poultry production, health and welfare.
