President’s Report

President, Bob Pym
President, Bob Pym

I have just returned to Australia following a most interesting, enjoyable and productive visit to Europe, during which time I spent; two weeks in Rome working at FAO headquarters finalizing reviews for the FAO poultry website, and coordinating the poultry management and genetics & breeding components of a training course for African poultry advisers; 5 days in Leipzig, Germany attending the 9th World’s Congress on Genetics Applied to Livestock production; and five days in Tours, France attending the WPSA Board meeting, the 13th European Poultry Conference, and the WPSA African Network workshop.

Revision of the FAO poultry website: As part of the ongoing interaction and collaboration between WPSA and FAO, as reported in earlier newsletters, I have been involved as coordinator of the revision of the FAO AGA Poultry website, the aim of which is to provide detailed across-sector information on all aspects of poultry production in developing countries. We have now assembled main reviews together with their component information notes for eight topics, and these are presently in the process of being loaded on the website. While in Rome I prepared the final introductory web-page summaries for five of these reviews. The website should be up and running by December 2010. Further reviews will be added as they become available. The website will have linkages to the WPSA website.
Whilst not specifically a WPSA activity, the role as coordinator and lecturer in the African poultry adviser training course during the second week at FAO, provided an opportunity to become better acquainted with issues relating to poultry production in Africa, which was of considerable value in preparations for the African Network workshop in Tours one month later. It was a challenging, worthwhile and enjoyable experience.

Board meeting Tours, 23 August 2010: Review of WPSA Constitution: It was decided to hold over the final changes to the proposed revised Constitution and By Laws to the Board meeting in Tours, following receipt in July of legal advice sought earlier. There was broad consensus on the changes proposed and the Board has now agreed on the final draft of the revised documents which will be sent out shortly to the WPSA Council for approval. As noted in earlier Newsletter reports, there has been a major restructuring of the Constitution, with a significant expansion of the By-Laws to cover operational matters. A particular focus has been on making the Constitution truly reflective of current and projected practice, particularly in relation to the role and functions of the Council. At the Board meeting, members also provided input on proposed revisions to the various guidelines associated with WPSA programmes and awards. As noted earlier, these are separate to the constitution and By-Laws. It is planned that the revised guidelines will be published in the next editions of WPSJ and on the WPSA website.
A range of other matters were discussed. Those worthy of note that are not covered here in this report or elsewhere in this edition of the Newsletter, will be reported on later.

FAO/WPSA session on “Guidance for the poultry industry” 24 August 2010: Following the plenary session at EPC on Tuesday, a symposium was held (one of four concurrent sessions), entitled “Guidance for the poultry industry” that was jointly organized by FAO and WPSA. The symposium was organized as a follow-up to the Poultry Think tank meeting held in Freising, Germany in June 2009. The overall objective of the symposium was to undertake a comprehensive assessment of global poultry production and of the challenges to its long term efficiency and sustainability. The meeting was very well attended by a broad cross section of people from all sectors of the industry and community. Highly qualified speakers were asked to lead discussions focused on the elements of technically sustainable and socially equitable global poultry production. Viz. food safety and quality; public health; animal health; environmental impact; biodiversity and natural resources; trade liberalization/market distortion; poverty reduction; social equity; and economic development.
The symposium was structured to allow maximum opportunity for discussion, with 20 minute presentations followed by 40 minute discussion sessions. There was very vigorous and wide ranging debate and discussion, with a focus on issues such as private voluntary standards, codes of conduct, etc, and national and international standards and policies. A report will be prepared over the coming weeks, the final draft of which will be published in WPSJ.

Integration of the International Network for Family Poultry Development with WPSA: At the 11th European Poultry Conference in Bremen in October 2002, the WPSA Board endorsed the proposal to include the International Network on Family Poultry Development (INFPD) as a global working group within WPSA. Despite attempts to encourage membership of WPSA by INFPD members, for a variety of reasons, this has to date largely been unsuccessful. Discussions regarding the most effective and efficient structural arrangements for this cooperative arrangement have been rekindled in recent times and a meeting to discuss this issue was organized at EPC involving representatives of INFPD, FAO and WPSA. At the meeting it was agreed that a concerted effort would be made to bring the two organizations much closer together, with the proposal that membership of WPSA would be a requirement for membership of INFPD. Issues that need to be addressed are payment of membership dues in countries where there is presently no WPSA branch, and the promotion of the benefits of WPSA membership to INFPD members.

African Poultry Network: As mooted in the last newsletter report, a workshop was held at INRA Nouzilly, France, on Friday 27 August 2010, following EPC, to discuss the formation of a WPSA (sub-Saharan) African Poultry Network. Attendance at the workshop was by invitation with cost of attendance at the one-day workshop (return transportation from Tours and meals etc) covered by WPSA and FAO. Attendees at the workshop included African delegates to EPC and others interested in the development of poultry science and of the poultry industry in Africa. There were in excess of 40 participants.
The workshop was aimed at bringing together potential participants in the network, to discuss the aims, goals, structure and modus operandi of the network and the ways in which the network might operate to assist in strengthening poultry education, training, and research capability, and overcoming the constraints to poultry production throughout Africa. A very important aim was to establish contact (which will hopefully lead to an effective working relationship) between the workshop participants as future members of the network. Prior to the workshop, a questionnaire, which covered such topics as personal background, production and consumption of poultry meat and eggs in the respondents’ country, the country’s poultry research, education and training capabilities, and personal expectations about the outcome of the workshop, was developed by the organizing committee and sent out to all prospective African participants.
The workshop was structured with brief introductory presentations on commercial poultry production, small-scale family poultry farming, issues of poultry health and disease, social and cultural issues, education and training, and research capability, followed by a presentation on the results of the questionnaire. This was followed by small group discussions on the above six topic areas prior to presentation of reports on those discussions. After lunch, there was general discussion of these reports followed by a more focused discussion of “the way forward” and the establishment of the network. It was very evident from the discussions that many people were passionate about establishing an effective network for the region. Four “champions” from across the region were elected to progress the establishment of the network.
Based on the prolific communications and activity since the workshop, the network is in good hands. A “road map” describing the proposed network and listing its aims, structure and proposed activities has been developed and we look forward to the development of a constitution over the coming weeks. The outcome so far has been very gratifying and I look forward to further developments.

New Branches:The formation of new Branches in Burundi and Senegal are finalized. Their constitutions were received and accepted. The constitutions of branches in Azerbaijan and Guinea (Conakry) are currently being reviewed.

Speakers bureau: Assistance was given to the Malaysia Branch, and to the Argentina Branch from the speakers-bureau, WPSA meeting at AMEVEA.

Travel grants: Twenty-one travel grants were provided for the European Poultry Congress in Tours, France, in late August. Two travel grants have been accepted. for the Baltic Poultry Conference that is being held in September.

Promotion of WPSA: WPSA Board members were present at the European Poultry Conference in Tours, France and at VIV China in Beijing, China. Special attention was given to promoting the larger events within the WPSA: the Asian Pacific Poultry Conference in Taipei, Taiwan, March 2011, and the 2012 Worlds Poultry Congress in Salvador, Brazil.
A new leaflet with info on WPSA’s goals and programmes and the WPS Journal, both a printed and an on-line version, was also produced and will be distributed at exhibitions, symposia, conferences and congresses. A WPSA PowerPoint presentation is now also available in Spanish. Thanks to the Argentina Branch.
All of our activities have been concentrated on giving WPSA more visibility and exposure at conferences and exhibitions. Excellent help was received from the China Branch during VIV China. The presence of several PhD students made communication with Chinese companies and visitors easy during VIV China. For the last months of 2010, WPSA representatives will be present at major exhibitions in Guadalajara and Hannover in order to reach the industry and researchers and to get agreement on 2011 advertisements and sponsorships.

Working group Ratites: During EPC 2010 in Tours, France, the European Federation announced that it will discontinue the work of this working group. Reasons for this decision is the lack of research activity in Europe, and the anticipation that ratite research activities will not come to a high level again in a foreseeable future. Nevertheless there are research activities with ratites in other parts of the world and WPSA encourages future conference and congress organisers to include a session on ratites. If there is interest about continuing a ratite working group elsewhere within WPSA, please contact the secretary.

Report from the Office of the Treasurer

General Secretary, Roel Mulder
Treasurer,
Francine Bradley

Report of the Treasurer for 2009 to the Board Meeting held in Tours France, August, 2010: The Association began 2009 with a total in all accounts of US$ 915,602, nearly $300,000 less than I budgeted. When preparing the 2009 budget, in the late spring of 2008, it appeared that the market was turning around and I projected growth and a closing portfolio value that did not materialize by the end of that year.
Dues income also fell short of the budgeted amount. Payments from sponsors and advertisers were on target with what I budgeted. I planned for decreased income in these categories, but what actually happened fell nearly $21,000 short of what was taken in during 2008. Journal sales income surpassed the budgeted amount. Total income (including investment income) fell short of the budgeted figure by some $130,000. While the market turned around during 2009, earnings were less than anticipated.
On the expense side, the costs associated with the Journal came in some $35,000 less than budgeted. The Association’s general operations cost were some $7,000 less than budgeted. The cost of our special programmes (Travel Grants, Branch Development, etc.) was ~$47,000 less than budgeted. All Association expenses totalled nearly $89,000 under budget. The bottom line was $108,965 loss in net income (includes investment income). I budgeted for a $67,000 loss.
While our actual expenses exceeded income and there was also a small capital loss, the value of the WPSA portfolio still increased significantly. This can be explained by referring to the Unrealized Gain column on the Financial Statement. The value of investments held by WPSA at Edwards Jones increased by $213,069.
As always, I have continued with a conservative approach for the Association’s investments. I have refrained from following the crowd during down markets. This has paid off. Following a very poor 2008 financial market, in 2009 the WPSA portfolio had a return (i.e., increased in value) of 25.3%. The S&P 500 had a return of 26.46%.

World's Poultry Science Journal

Online submission of papers for the World's Poultry Science Journal

As Editor of the WPSJ, I am proud to announce that, from March 2010 onwards, all submissions to the journal will be through ScholarOne Manuscripts at http://mc.manuscriptcentral.com/wpsj or via the WPSA website. Authors must log in and follow the instructions on screen in order to ensure their paper will be processed quickly and efficiently. This system is advantageous in many respects, as it allows quicker processing, easy access to check the progress of each paper, regular automatic reminders for reviewers (to which we are always most grateful for their efforts) and rapid communications with authors. I’m sure some authors will miss the current ‘personal touch’ involved in submitting papers to me, however with ever increasing numbers of papers coming in, and very limited staff capacity, the only way to facilitate processing so many papers is via such a system.
Although most authors are familiar with this kind of submission system, for those who aren’t, please make sure your manuscript strictly adheres to the guidelines given in the instructions. The WPSJ does not charge for publishing papers (except if colour pictures are required), and continues to make every effort to keep the costs of publication to a minimum. However, please be aware that papers which are not reviews or are incorrectly formatted may incur costs that will be charged back to the submitting author (approximately US$20).

European Federation of WPSA

The European Federation has planned a number of conferences between now and the end of 2011. The conferences are listed at the end of this Newsletter and contact information is available on the WPSA website (www.wpsa.com). News from a number of the Federation’s working groups are provided below.

WPSA European Working Group News

WG1: The European Federation’s Working Group 1 on Poultry Economics and Marketing held a small informal meeting during the European Poultry Congress in Tours, France during August, 2010. The group plans to hold a 3rd round-table meeting during October, 2011. For information contact the chairman of WG1 Peter van Horne at peter.vanhorne@wur.nl.

WG2: The European Federation’s Working Group 2 will co-host the 18th European Symposium on Poultry Nutrition with the Turkish Branch in Cesme, Turkey in 2011. See the Turkey Branch report for further details.

WG3: The European Federation’s Working Group 3 on Breeding and Genetics will host the VII European Poultry Genetics Symposium in 2011 in Edinburgh, Scotland.

WG5: The XX European Symposium on the Quality of Poultry Meat that is organized by the European Federation’s Working Group 5 will take place in parallel with Working Group 4’s XIV European Symposium on the Quality of Eggs and Egg Products. Both will be held on September 4 to 7, 2011 in Leipzig, Germany. It is planned to have scientific sessions on the first three days and excursions on the last day. More details can be found on the homepage of the conference (www.eggmeat2011.de).

WG6: The European Federation’s Working Group 6 on Reproduction – Incubation and Fertility held its annual meeting on 23 August 2010 in Tours, France.

WG9: On behalf of the Swedish Organizing Committee, the International Scientific Committee, the Swedish Branch of WPSA and the Working Group no. 9 “Poultry Welfare and Management” of the European Branch of the WPSA, we are pleased to invite you to Uppsala, Sweden on June 17th-20th 2013 to attend the IX European Symposium on Poultry Welfare. At this meeting we will share and discuss the latest developments, scientific findings and experiences in order to assist the poultry industry to keep bird welfare at high levels and in line with future demands while maintaining production at acceptable levels.
The European poultry industry, especially, has faced considerable constraints regarding production methods during the last decade. The EU directive on minimum welfare standards for layers is to be fully implemented no later than January 1:st 2012 and the standards for meat producing chickens are already in force.
The organic poultry production has increased considerably in many countries in recent years. This production is also facing strict European directives mainly on nutrition, stocking density and age at slaughter. Two different EFSA reports, on the welfare of broiler breeders and the animal welfare aspects of broiler genetics respectively, have recently been published and may influence both industry standards and EU minimum legislation in the future.
Thus, all welfare directives and reports prepared are challenging to the industry and for the welfare of the birds. Also, different national conditions exist which may strongly affect the success of specific production systems. One relevant and controversial topic in this context is beak trimming.
The discussion on competitiveness and costs of production methods used in different  continents/countries is still on the agenda. However, having so far been mainly a European topic, there are now clear developments in several other countries and continents that the development of welfare issues are spreading. The scientific program of the IX European Symposium on Poultry Welfare in Uppsala will address a wide range of topics influencing welfare and sustainability of poultry keeping in different countries. Topics like production and rearing methods, behaviour, health, nutrition, genetics and important interactions between them will be covered.
Once again, welcome to Uppsala in June 2013 - the city of science and art - the home town of e.g. chemist Anders Celcius, botanist Carl Linnaeus and famous film director Ingmar Bergman. We hope for a high number of participants, not only from Europe of course, but from many parts of the world – do not forget poultry is the most widely spread food producing species on land in the world!

WG10: The European Federation’s Working Group 10 on Turkey Production will host the 6th International Symposium on Turkey Production in Berlin, Germany, in June 16-18, 2011. We hope to see you in Berlin.

WG11: WG11 had 2 main activities in 2010: contribution to the scientific programme of the 13th European Poultry Congress and activities of Mediterranean Poultry Network of the WPSA.
Because WG11 is not organizing symposia, group contributed to the scientific programme of the 13th European Poultry Congress by preparing 5 oral presentations for the Education session of the congress.
WG 11 aims to promote the activities of the WPSA branches in the countries on southern shores of the Mediterranean Sea and provide a link among the WPSA branches in the Mediterranean area. Mediterranean Poultry Network of WPSA which was established in 2008 and approved by WPSA in 2009 will act under the management and control of the WG11. After the first summit took place in Greece in 2008 between 7th and 10th of May, the second Mediterranean Summit of WPSA was held in Antalya from 4 to 7 October 2009 with 180 participants from 25 countries. During the symposium, 9 main topics were discussed with a total of 9 invited speakers, 26 oral presentations and 21 short oral poster presentations and 62 poster presentations.
The Network established its own mailing list in 2009. The first newsletter was published online in February 2010. The newsletter is one of the means of communicating with and informing about activities of the Mediterranean Poultry Network of the WPSA. The third Summit will be held in Egypt in 2012.
At the moment WG 11 has 19 members from 12 countries.
At the end of the term as the chair of the WG 11, Prof Yalcin would like to thank Prof. Flock and Prof. Franchini for their supports. The new chairperson will be elected on 24 of August by the group members.

Asian Pacific Federation

Federation Working Groups: Committee meetings for both of the region’s working groups, WG1 on Small Scale Family Poultry Farming and WG2 on Waterfowl will be held during APPC in Taipei. During these meetings elections will be held to, in the case of WG1, elect a new committee; and in the case of WG2, consolidate the committee that was put in place as an interim committee in Kerala, India, at the World Waterfowl Conference. Anyone passionate about these working groups should consider serving on the committees.
A further decision that will need to be made concerns the venue for the next World Waterfowl Conference. Any branch considering hosting this convention should prepare a bid for circulation before the meeting at Taipei and be prepared to present the bid at the Taipei meeting in March 2011.

Fiji Branch Seminar: Originally scheduled for October 2010, this has now been postponed, due to a variety of reasons, to May 2011. Further announcements will be made in the New Year.

Change of venue for New Zealand Poultry Conference, 12-13 October 2010
Due to the effects of a strong earthquake in the city of Christchurch, the venue for the NZ Poultry Conference has been changed to the city of Palmerston North in the North Island of New Zealand. Central Christchurch was badly damaged by the earthquake, but fortunately there were no fatalities. For further details, please email avianag@infogen.net.nz.

WPSA Programmes

Providing travel assistance for young WPSA members and students to participate in regional and global WPSA conferences

It is generally agreed that enhancing the educational, research and experience opportunities of young poultry science professional and technical people is critical to the development of more efficient poultry production, whether it is in an intensive technological industry or in smallscale, family production systems. WPSA offers a Travel Scholarship scheme of open competition to facilitate this. It should be stressed that any travel assistance WPSA provides under the scheme is independent of and in addition to that currently provided by the World Poultry Congresses, by Regional Conferences and/or by individual Branches. Its aim is to target and benefit students and young members, including young poultry producers from developing countries and students from developed countries. Because of budgetary constraints and the high cost of international travel, the grant is not intended to cover the full cost of attendance at meetings, but rather to facilitate such attendance The maximum age of applicants at time of application is 40 years and applicants must be a member of WPSA for at least six months before they can apply for a Travel Grant. Applications must be accompanied by a short CV.
Deadline: Applicants must submit their applications at least 3 months prior to the meeting.
Application form: Full details and the application forms can be obtained from the WPSA General Secretary’s Office or you can download the application form from the WPSA website (www.wpsa.com).

Send the application form (preferably by e-mail) to the General Secretary of WPSA, Dr Roel Mulder, PO Box 31, 7360 AA Beekbergen, The Netherlands, e-mail: roel.mulder@wpsa.com or wpsa@xs4all.nl, fax: +31 207508941.

Speakers' Bureau: Fostering local and regional conferences in the poultry sciences

During the 34th meeting of the Board of WPSA on August 20, 2000 in Montreal, Canada it was recognised that expertise in several areas of poultry science and production in low income countries is often very limited, and WPSA branches in these countries often do not have sufficient financial resources to fund overseas speakers.
To address this problem, the Board created a Speakers’ Bureau to assist branches in low income countries to cover the travel costs of expert international speakers. This measure is consistent with the key objective of WPSA to encourage and facilitate liaison among research scientists and educators, and between those in research and education and those working in the many diverse sectors of the poultry industry. Under the Speakers’ Bureau scheme, WPSA will pay only the cost of air travel (lowest economy class). All other expenses such as local travel and accommodation are to be paid by the organizing Branch(es). WPSA will not pay any honorarium to speakers.
Given the high cost of international air travel it is important that optimum value be obtained from this expenditure by WPSA. This can be achieved by insisting that the visiting speaker provides more than just one paper at a conference. The visiting speaker could contribute in a variety of ways, e.g., present a second paper on a related topic, conduct a workshop for graduate students, have small group or one-on-one interaction, especially with students, visit industry groups, visit university groups, etc.
Unless the Branch (or group of Branches) can pay all the speakers’ costs itself, a speaker should NOT be invited until approval of Speakers’ Bureau funds is made by the WPSA Executive Committee. The Branch(es) should not assume that approval will be given until so advised by the WPSA Secretary.
Where a Branch or a group of Branches wish to apply for Speakers Bureau assistance, there are certain conditions which must be met.

Full details and the application forms can be obtained from the WPSA General Secretary’s Office or you can download the application forms from the WPSA website (www.wpsa.com).

Cameroon

The Cameroon Branch of WPSA hosted its first ever conference with poultry stakeholders in Bafoussam on January 21, 2010. The conference theme was: How to make more profit from chicken rearing. The main sponsor was Orange Cameroon. About 180 participants from all the divisions of the west Region of Cameroon attended. Prof. Téguia Alexis, President, opened the Conference which was led by two key resource persons: Dr Poné Kamdem Dieudonné, the Regional delegate of the Ministry of Scientific Research and Innovation for the North West Region, and Dr. Zambou Henri Réné, the General Manager of EQUAVET. Each of them dwelt on a particular field of interest, notably on the nutrition and health problems faced by poultry producers in the region, respectively.

Dr Poné’s presentation focused on the nutrition and management of poultry production in Cameroon. Hence, he reviewed the current status and trend of the Cameroon poultry industry, laying emphasis on the primordial importance of state funded research and the availability of various research results adaptable to farmers’ circumstance. He further provided an insight on the market trends for eggs and broiler meat with the resulting setbacks since the official announcement of Fowl influenza in 2006. His presentation yielded a deep interest to the satisfaction of the audience.
The second presentation by Dr Zambou Henry Rene dealt with the health situation of the poultry industry and the challenges faced by producers and breeders. He emphasized hygiene on poultry farms, from creation to routine management. He emphasized routine prophylactic programmes as well as biosecurity.
As a matter of evaluation, nearly all the participants asserted the need for such a conference to be regularly held so as to beef up the collaboration area between poultry scientists and producers, as well as policy makers for the overall success in poultry development in Cameroon.

Lebanon

The Lebanon Branch of WPSA held its annual meeting on Saturday July 10, 2010, at the Al-Amin Restaurant and club starting at 10:30 a.m. Over 60 people, both members and non-members, attended the meeting. Dr. Nuhad Daghir, President of the branch opened the meeting with a brief review of the previous year’s events and future activities. The treasurer of the branch Mr. Samir Cortbawi then provided a financial report, and the meeting was then opened for discussion. After a brief discussion, Dr. Muhamad Farran, Vice president of the Branch and professor of poultry science at the American University of Beirut presented a paper on the “Formulation of poultry rations on the basis of digestible amino acid values rather than total amino acids”. He showed that under Lebanese conditions, using digestible amino acid values increases weight grains and reduces feed per gain in broilers. There was a slight increase in cost of these rations, but this was overcome by the improved performance. This presentation was followed by an extensive paper on the “Effects of globalization on the poultry sector in Lebanon in particular and the Middle East in general” by Mr. Musa Freiji, a well know and prominent poultry expert of the Middle east region. Mr. Freiji has pioneered the poultry business in the Middle East since its early inception in the 1960’s. After presenting data on the poultry sector, Mr. Freiji indicated that he believed that the broiler meat industry in the Middle East will be facing difficulties of competition with countries that are producers of poultry feed and unless the region begins to produce enough feedstuffs to cover most of its needs, there may be a decline in broiler production rather than an increase. The situation with table eggs is not as bad since the demand is mainly for fresh eggs in the region. The two papers were followed by a discussion and then the executive committee of the branch presented a certificate of appreciation to the treasurer Mr. Samir Cortbawi for his distinguished service to the branch since its establishment in the early 1960’s. Mr. Cortbawi besides serving as the treasurer, has always helped the branch in numerous ways and promoted the objectives of the association. Lunch was then served at 1:30 p.m. when members enjoyed the famous Lebanese mazza and mixed grill delicacies. The WPSA Lebanon branch now has over 50 members and has been in existence since 1963, the second oldest among the Arab countries.
