President’s Report

President, Bob Pym
President, Bob Pym

Time marches on at an unrelenting pace and the present WPSA Board has only 15 or so months to run of its four-year term which commenced in Brisbane in July 2008. There have been a number of initiatives taken by the Board over this period, but it is well recognized by the Board that there is always room for the adoption of further innovative programmes to benefit the Association’s membership. Something that has characterized the present Board, and in which I as President take particular pride, is the focus on promotion of the Association’s activities in developing countries, as evidenced by the creation of the African and Mediterranean Poultry Networks. Time will tell how effective these Networks are, but the first step has been taken. It will require dedication and focus by the Network “Champions” to ensure that they play a meaningful role in the development of poultry education, training and research capability in the respective regions.

On 20 March 2011, I attended the WPSA Board annual meeting in Taipei that was held during the 9th Asia Pacific Poultry Conference (APPC) at the Taipei International Convention Centre. One of the agenda items at the Board meeting was the ratification of the changes to the WPSA Constitution and By-Laws voted on by the WPSA Council late last year. The new Constitution and By-Laws can now be accessed on the WPSA website. Another agenda item was discussion of activities to celebrate the 100-year anniversary of WPSA in 2012. This will be a feature at the World’s Poultry Congress in Brazil in August of next year.

Following the APPC, I attended the 7th International Poultry Show and Seminar in Dhaka, Bangladesh from 25-27 March 2011. This biennial meeting was, as always, a very well organized and vibrant meeting with a particular focus on Avian Influenza and on small-scale family poultry production. The latter was facilitated by a joint session looking at work modalities and linkages between WPSA, FAO, IFAD and INFPD in support of small-scale family poultry production. Discussions at the session led to the development of an effective arrangement for the way in which INFPD can be incorporated as a global working group of WPSA.

Over the next four months I look forward to attending the European Symposiums on the Quality of Poultry Meat and Eggs in Leipzig from 4-7 September 2011, and the UK Branch’s 30th Poultry Science Symposium on Alternative Systems for Poultry in Glasgow from 7-9 September. At the latter meeting I have been invited to present a paper on An Introduction to Village and Backyard Poultry Production.

Report from the Office of the Secretary General

General Secretary, Roel Mulder
General Secretary, Roel Mulder

Board meeting: During the recent Board meeting, held in conjunction with the Asian Pacific Poultry Conference APPC, 20 March 2011 in Taipei, Taiwan, the revised Constitution and By-Laws were accepted. Further plans for the celebration of 100 years WPSA in 2012 were also discussed. There will be a special logo designed for the 100 year anniversary of WPSA.
The Board will hold an extra Board meeting on 31 October 2011 in Cesme, Turkey during the European Poultry Nutrition Symposium. The next APPC Conference will be held in 2014 in Korea.

WPSA at VIV Moscow

Visits meetings/exhibitions: During VIV Asia held 9-11 March in Bangkok, Thailand, as well as during Victam Europe in Cologne, Germany, and VIV Russia in Moscow, Russia, both of which were held during May 2011, WPSA Officers were present in order to promote the association and its main activities, such as the European Federation’s Symposia that will be held during the remainder of 2011 and the 2012 World’s Poultry Congress that will be held in Salvador, Brazil during 2012. Help provided by many members during these events, and especially all of the help provided by the Russian Branch during VIV Russia, was very much appreciated.

During poultry exhibitions and meetings, WPSA promotional materials, including copies of the WPS Journal, are made available to meeting organizers, sometimes with high costs for sending the goods through the regular mail. Therefore, a special CD was produced that contains all of the promotional info on WPSA and on the WPS Journal. This CD greatly reduces the mailing costs, and makes the transport of these materials much easier.

WPSA had a virtual booth during the WATT Online Animal Forum: Feeding the Globe on 6 April 2011. Over 1100 registrants from over 100 countries registered for that event. In total 5 webinars were hosted (4 live and 1 pre-recorded) throughout the day of the forum.

Speakers Bureau: Recently, a request from the Chilean Branch of WPSA for inviting Prof. E. Decuypere to their meeting, was accepted by the WPSA Executive Committee.

Travel grants: Seven travel grants were approved for the APPC Conference that was held in Taipei, Taiwan on 21-24 March 2011), and all were accepted. One travel grant was also approved for attending the French Journées Avicoles in Tours, 29-30 March 2011. As with other meetings not all recipients could attend the meetings due to problems with obtaining visas.

100 Years for the WPSA: The board is planning and organizing an exhibit on “The Philatelic History of the World’s Poultry Congresses” that will be exhibited during WPC 2012 in Salvador, Brazil. The Belgian based club, “Les Amis de la Mère Poule” will assist. More info is available on our website.

The working groups of the European Federation of WPSA have been asked to produce an overview on their area of research during the past 100 years. The plan is to publish these reviews in the WPS Journal. More info can be obtained from the editor or from roel.mulder@wpsa.com.

Report from the Office of the Treasurer

General Secretary, Roel Mulder
Treasurer,
Francine Bradley

At our recent Board Meeting in Taipei, the preliminary financial
documents for 2010 were reviewed. Our Certified Public Accountant (CPA) is currently preparing the tax documents and finalizing the 2010 financial statement. These materials will be available for Board review at our next meeting in October. In Taipei, I presented and the Board approved the 2012 budget.

I was pleased to present the Travel Grants to our enthusiastic and grateful recipients at the Asian Pacific Poultry Conference. Since then, the Executive Committee has approved new Travel Grants for young scientists attending WPSA-sponsored meetings this summer. In addition, several branches have submitted successful applications for assistance
from the Speakers' Bureau.

Since the last newsletter, many of our Journal advertisers and sponsors have sent in their 2011 payments. WPSA is continually turning their support into quality issues of the Journal, benefits to members, and support for our Branches around the globe.

I would like to express my appreciation to all Branch Secretaries who have promptly paid their Branch dues. In some cases, Branch Secretaries have also been instrumental in the acquisition and retention of Journal advertisers. The Association is most fortunate to have such individuals donating their time and talents to WPSA.

Dr. Francine A. Bradley, Treasurer

Guidelines for the Conduct of a World’s Poultry Congress (WPC)

General

As stated in Article III of the WPSA By-Laws, the venue for a WPC will be decided by vote at the Council meeting held at the WPC eight years before the subject WPC. A letter of intent to host a WPC must be received from the Branch by the WPSA Secretary no later than twelve (12) months prior to this Council meeting, and the formal bid, which should include the host city, venue and proposed dates, must be received by the WPSA Secretary no later than eight (8) months prior to the above Council meeting.
It should be noted that to facilitate a reasonable global spread of Congresses, WPSA discourages bids from countries in the same region or continent as the preceding two WPCs; i.e. the Congress at which the venue for the subject WPC will be decided, and the one following this, four years before the subject WPC.
The stated willingness of a potential host nation to meet these “Guidelines for the Conduct of a World’s Poultry Congress” will be a major consideration in both the Board recommendation and the council's selection of a venue for the Congress.
The WPSA is not responsible for financing WPC’s. The responsibility for organizing, financing and conducting Congresses is entirely that of the host country, usually through that country's WPSA branch. The By-laws of the WPSA Constitution require that a bid from a country to host a Congress is issued jointly by the branch and the government of that country. Although the government agency involved is not critical, this would normally be its Ministry of Agriculture. Bids not accompanied by a government invitation will not be considered.
Following receipt of the formal bids, the WPSA secretary will arrange site visits from a three-member site inspection team. Details of the composition and duties of this team are given in Article III of the WPSA By-Laws. No member of the site inspection team shall be from, or have an interest in, any of the countries that are bidding for the Congress. Costs of site inspection shall be borne by the relevant city, convention centre, or other civic body which stands to benefit, should the bid be successful. It should NOT be a cost to the WPSA Branch. Procedures to be followed after receipt of the report by the site inspection team and in subsequent voting at the Council meeting, are given in Article III of the WPSA By-Laws.
As a condition for holding the World’s Poultry Congress, the organising committee in the host country shall include in the budget for the congress an amount equivalent to US$ 50,000 as a contribution to WPSA. This amount, which is to be paid to WPSA following the congress, is to be added to the WPSA Travel fund. The primary purpose of the fund is to enable officers and other members, as deemed necessary, to travel to existing and new WPSA Branches in order to promote the affairs and objectives of WPSA.
It is requested that the registration fees of all WPSA Board members be waived and that they be accommodated in the same hotel near or beside the Congress Centre. Accommodation costs will be met by WPSA.

Important elements of World’s Poultry Congresses

  1. World’s Poultry Congresses provide a platform for dissemination of knowledge of all areas involved in the production of poultry. During the congresses oral and poster presentations will be scheduled.
    1. Where possible, the organisers should make arrangements with the country’s immigration authorities to assist participants in obtaining a visa.
  2. A poultry trade exhibition staged concurrently with the Congress is regarded as an integral part of each WPC.
    1. It is considered imperative that the venue chosen for the exhibition should be in one place only, preferably adjacent to, and under the same roof as, the technical sessions venue, or at the very least within a short shuttle bus distance.
    2. Where possible, arrangements should be made by the organisers with customs departments to facilitate ingress and export of exhibit material.
  3. It is a requirement that a Youth Programme be conducted as an integral part of the Congress. The programme should be open to students and young scientists and industry personnel from developed and developing countries. A suggested cut-off age is 35 years, but this is at the discretion of the organisers. Depending on the number of applicants, participants should be selected on the basis of contribution to the Congress, geographical spread, and equal gender representation. Selected participants should be provided with free registration and accommodation during the Congress and be required to take part in a fully funded post-Congress poultry industry (and places of interest) bus tour of the region. Participants will be expected to obtain their travel costs to and from the Congress from sources such as the local WPSA branch, the WPSA Travel Grant scheme or their own personal funding. The notional number of participants is 50. During the Congress, a programme of activities should be developed for the participants and they should be accommodated at one location and provided with free daily transport to and from the Congress venue.
  4. In keeping with past practice, it is also a requirement that a Young Scientist Programme be conducted as an integral part of the Congress. This programme should be open to young scientists from developing countries. A suggested cut-off age is 40 years, but again, this is at the discretion of the organisers. Participants should be selected on the basis of contribution to the Congress, geographical spread, and equal gender representation. Selected participants should be provided with free air travel to and from the Congress and free registration and accommodation during the Congress. The notional number of participants is 15, but this is at the discretion of the organisers. During the Congress, a programme of activities should be developed for the participants, and they should be accommodated at one location and provided with free daily transport to and from the Congress venue.

Before the Congress

  1. The President, Senior Vice-President and Secretary of WPSA (or proxies selected from the Board) should be involved to the greatest extent possible in the planning of each Congress to make sure that minimum standards are met. (It is hoped that such involvement would be welcomed – rather than objected to – by the host nation's organizing committee.)
  2. Acceptance of papers should be based on a written statement by each author agreeing to present the paper in person.
  3. It is recommended that the Congress Organizing Committee should consult the Editor of the WPS Journal over the form and length of the published proceedings. It is recommended that abstracts of all papers be published as a hard copy WPSJ supplement, and that the full papers be included in a fully searchable CD-ROM. The WPSA logo should be displayed on all publications. One copy of the bound abstracts and of the CD-ROM proceedings should be sent to the Journal Editor and to the WPSA Secretary.
  4. All authors should sign a “licence to publish” agreement with WPSA which grants the World’s Poultry Science Association the exclusive right to reproduce and distribute the article (including the abstract) throughout the world in printed, electronic or any other medium.

During the Congress

  1. Presentation of papers at the Congress must be in English. Organisers are encouraged to arrange for translation of presentations at plenary sessions, at least, into other languages (including the local language) to meet the expected specific needs of significant groupings within the audience.
  2. Session chairpersons should be charged with the responsibility of ensuring that sessions run smoothly and that the presentation of each paper starts and is completed on time. No presentations should begin until the time stated in the programme. Co-chairpersons should be required to give a brief verbal or written report of their sessions to the session chairperson indicating attendance, missing speakers and general pertinent details. Before the end of the Congress each session chairperson should make a short written report to the WPSA Secretary.
  3. Facilities for registration should be available no later than 24 hours before the start of the opening ceremony or first technical session, whichever comes first.
    1. To eliminate or minimize lengthy queues, it is imperative that copies of the proceedings, together with pertinent printed information and area maps, be issued from the same point and at the same time as registration is effected.
    2. The registration centre should be fully staffed over the above period and during the first full Congress day. The centre should be open for information or registration from 08.00 to 18.00 each day throughout the Congress.
  4. Outside the entrance to each room – before and during each session – there should be a clear list of the titles of papers and authors making presentations.
  5. An Information Centre should be set up near the registration area at which delegates can seek information related to Congress activities. This should be staffed at least from 08.00 to 18.00 each day prior to and throughout the days of the Congress. There should be adjacent facilities where delegates can leave and receive messages.
  6. A room should be set aside for speakers to upload and check their presentations.
  7. An office room should be set aside for the WPSA Secretariat with a computer with internet access, printer, copier and other usual office facilities.
  8. Another room should be set aside for press interviews and photographs.
  9. All lecture rooms and administration offices should be clearly sign-posted.
  10. Organisers are encouraged to provide a reasonable number of computers for use by delegates requiring internet access.
  11. To avoid delays during breaks and at lunch time, organisers are encouraged to use food and drink distribution systems that facilitate rapid flow through.
  12. Depending upon privacy provisions in the country, the Organizing Committee should provide participants with a list of delegates, exhibitors and others attending the Congress.
  13. Information, including biographical notes and photographs of leading WPSA personalities involved in the Congress, should be recorded and stored in the Association's archives for the interest of future members.

Prof. Sally Solomon to Chair the Nominations Committee

The purpose of the Nominations Committee is to put forward the list of candidates for the positions of Secretary General, Treasurer and the 5 Vice-president positions to be voted for at the Council Meeting at each World’s Poultry Congress (WPC). The membership and procedures to be followed by the Committee have been set out in the newly-adopted By-Laws of WPSA (see the WPSA website). The Committee is chaired by a WPSA member of high international repute appointed by the Board, and the Board is delighted to report that Prof Sally Solomon has accepted the invitation to act in this role. Sally is noted for her world-leading research on eggshell structure and quality. Other members of the Committee will include the Immediate Past President of WPSA and the Immediate Past Presidents of the European and Asia Pacific Federations. The Committee will also co-opt other members to increase its geographic diversity so that the total membership of the Committee will be at least 15 but not more than 20.

The Committee will request nominations for all the above positions from Branches. They may also receive proposals for candidates for nomination from individual WPSA members, submitted through the Secretary General at least 90 days before the date of the election at the WPC. For the positions of Secretary General and Treasurer, the Committee will only nominate persons considered suitable for these positions in terms of experience and capability. For the Vice-presidential positions, the Committee will draw up a slate of nominations that reflects the world-wide distribution of Branches, with a minimum number of 8 candidates. The Committee is obliged to confirm with all candidates their willingness to accept nomination and to communicate the list of nominees to the Secretary General at least 28 days before the date of the election.

The Board would like to thank Mr Cliff Nixey, who has been the chair of the Nominations Committee for the past 2 World Congresses.

World's Poultry Science Journal

Online submission of papers for the World's Poultry Science Journal

As Editor of the WPSJ, I am proud to announce that, from March 2010 onwards, all submissions to the journal will be through ScholarOne Manuscripts at http://mc.manuscriptcentral.com/wpsj or via the WPSA website. Authors must log in and follow the instructions on screen in order to ensure their paper will be processed quickly and efficiently. This system is advantageous in many respects, as it allows quicker processing, easy access to check the progress of each paper, regular automatic reminders for reviewers (to which we are always most grateful for their efforts) and rapid communications with authors. I’m sure some authors will miss the current ‘personal touch’ involved in submitting papers to me, however with ever increasing numbers of papers coming in, and very limited staff capacity, the only way to facilitate processing so many papers is via such a system.
Although most authors are familiar with this kind of submission system, for those who aren’t, please make sure your manuscript strictly adheres to the guidelines given in the instructions. The WPSJ does not charge for publishing papers (except if colour pictures are required), and continues to make every effort to keep the costs of publication to a minimum. However, please be aware that papers which are not reviews or are incorrectly formatted may incur costs that will be charged back to the submitting author (approximately US$20).

Asian Pacific Federation

A very successful 9th APPC took place in March of this year. Over 700 delegates registered for this conference in Taipei, Taiwan. The conference was very well organised by a dedicated team from the Taiwan branch of WPSA, who must be congratulated for their efforts. Thanks also to the many sponsors, for without them it would be very difficult to provide an event like this at such reasonable cost. In fact the registration fees set by the organising committee were quite low, making the conference a very good value for the money. Keeping the cost of attendance down as low as possible is critical for future conferences, particularly in the Asia Pacific region. In this region many of our poultry industry people, researchers, teachers, managers, field service staff and farmers do not have the financial resources to attend high cost conferences. Lower cost conferences allow more people to attend, including many who might not if the cost were too high, especially ones who should be attending our conferences. It is a shame when they cannot attend just because of cost.

At the meeting of the Asian Pacific Federation, held during the 9th APPC, Korea was chosen as the host of the next, the 10th APPC in 2014. The venue will be the International Conference Centre on Jeju Island.

The new Officers of the Federation elected at the meeting are:

President: Mr Alan Gibbins, New Zealand Branch, avianag@infogen.net.nz
Senior Vice President: Dr Jae Yong Han, Korea Branch, jaehan@snu.ac.kr
Junior Vice President: Dr Chin Sou Fei, Singapore Branch, sfchin@crownpacificbio.com

The Secretary/Treasurer for the Federation is not an elected post. It is chosen by the President. Mr. Don Thomas, New Zealand Branch will continue as Secretary/Treasurer (D.V.Thomas@massey.ac.nz).

Dr. Jeng-Fang Huang, Taiwan Branch was elected as the inaugural chairman for the APF’s Working Group 2 on Waterfowl (huangjf@mail.edu.tw).

A new working group for the APF was approved at the meeting. This is WG3 on Ratites and it will be chaired by Dr. Irek Malecki from the Australian Branch (irek.malecki@uwa.edu.au).

Discussion is ongoing in relation to the APF’s Working Group 1 on Small Scale Family Poultry Farming. There has been a proposal that WG1 be formally merged with the International Network of Family Poultry Development (INFPD). INFPD is a global working group of WPSA. Talks were held between APF, FAO, IFAD and INFPD at the 7th International Poultry Show and Seminar in Dhaka, Bangladesh in late March. The outcome was an agreement to work more closely together in order to provide a truly global front. Achieving a formal merger is still a proposal and the dialogue continues. In the meantime, APF President Alan Gibbins will serve as the acting Chairman of WG1.

A.M. Gibbins
President Asia Pacific Federation

WPSA Asian Pacific Working Group News

WG3: The Asian Pacific Federation’s Working Group 3 involves researchers working on “Ratites” (emus, ostriches, rheas, cassowaries and kiwis).

Since the 3rd International Ratite Science Symposium that was held in Madrid (Spain) in 2005, the activity of the Working Group on Ratites gained momentum that culminated in a 3-day scientific conference, the 4th International Ratite Science Symposium that was held in 2008 during the 23rd World’s Poultry Congress in Brisbane, Australia. Prior to that, a one-day Clean-Green-Ethical Ratite Farming Symposium was also held at the University of Western Australia, hosted by the UWA Institute of Agriculture. However, as the ratite industries worldwide have shrunk considerably, and support for ratite research has reduced, the activity of the Group slowed down and the European Federation of WPSA closed its Ratite Working Group 13. Even so, an interest in Ostrich farming continues in Europe with the most significant breeding stock thought to be held in Germany. In Germany, during the annual meeting of the German WPSA branch a review on ostrich farming was presented by Mr. Kistner and a visit to his Mhou farm was included in the programme. A great need for support from poultry scientists to improve management and acceptance of ostrich farming was expressed. Given that the majority of the ratite research activity, however, is concentrated in the Southern Hemisphere the Ratite Group registered with the Asia Pacific Federation (APF) of WPSA as its new Working Group 3 (WG3). The membership of the WG3 of APF WPSA consists a good number of ratite researchers and veterinary practitioners from the North and South Americas, Europe, Africa, Central and East Asia, Australia and New Zealand who remained active and have continued their research in reproduction, genetics, incubation, nutrition, growth and development, health and welfare, and conservation of ratites. The ratite researchers continue to publish in scientific journals and conference proceedings and the most recent output of the Group members is the publication of the book titled “The Welfare of Farmed Ratites” (P. Glatz, C. Lunam, I. Malecki Eds., Springer-Verlag Berlin Heidelberg 2011).

On 11-14 July 2011, a one-day Ratite Scientific Symposium will be held at the Stellenbosh University (South Africa) during the 44th Bi-annual meeting of the South African Society of Animal Science. Papers will be presented during two sessions: “Exploiting diversity within and across ratite strains” and “Harnessing reproductive technology to exploit additive and non-additive variation in ratites”. Subsequently, the Ratite Group, plan to attend the 24th World Poultry Congresses 2012 in Brazil and the 10th Asia Pacific Federation Conference in South Korea. Membership in the APF WG3 and scientific meetings enquiries should be sent to Dr. Irek Malecki (irek.malecki@uwa.edu.au).

Speakers' Bureau: Fostering local and regional conferences in the poultry sciences

During the 34th meeting of the Board of WPSA on August 20, 2000 in Montreal, Canada it was recognised that expertise in several areas of poultry science and production in low income countries is often very limited, and WPSA branches in these countries often do not have sufficient financial resources to fund overseas speakers.
To address this problem, the Board created a Speakers’ Bureau to assist branches in low income countries to cover the travel costs of expert international speakers. This measure is consistent with the key objective of WPSA to encourage and facilitate liaison among research scientists and educators, between those in research and education and those working in the many diverse sectors of the poultry industry. Under the Speakers’ Bureau scheme, WPSA will pay only the cost of air travel (lowest economy class). All other expenses such as local travel and accommodation are to be paid by the organizing Branch(es). WPSA will not pay any honorarium to speakers.
A Branch (or group of Branches) may either identify a speaker to invite or seek the advice of WPSA in the selection of an appropriate speaker.
Given the high cost of international air travel it is important that optimum value be obtained from this expenditure by WPSA. This can be achieved by insisting that the visiting speaker provides more than just one paper at a conference. The visiting speaker could contribute in a variety of ways, e.g., present a second paper on a related topic, conduct a workshop for graduate students, have small group or one-on-one interaction, especially with students, visit industry groups, visit university groups, etc.

Where a Branch or a group of Branches wish to apply for Speakers’ Bureau assistance, there are certain conditions which must be met:

Application conditions

Where to send the application

The completed application form(s) should be sent by e-mail to wpsa@xs4all.nl
or by fax to: +31 207 508 941.
For those branches that do not have access to e-mail or fax, applications can be mailed to: The General Secretary WPSA, PO Box 31, 7360 AA Beekbergen, THE NETHERLANDS

Both the Speakers’ Bureau Application Form and the Speakers’ Bureau Speaker’s CV Form can be downloaded in Word or PDF format.

Japan

The Japanese Branch of WPSA would, first of all, like to express their gratitude to the WPSA members for the warm-hearted words and prayers for people who had terrible earthquake, tsunami and damage from the nuclear electric plant in Japan. Your kind words must largely encourage people in Japan. Most of the plants for animal feed industries are located near the coast, and those in eastern Japan were destroyed by the tsunami. The Japanese poultry industries are having difficulty in obtaining feed for their flocks. However, the Japanese people, the poultry industries, and Poultry Science members will make their best efforts to overcome the difficulties.
The Japan Poultry Science Association had planned to convene its 2011 spring meeting at the Tokyo University of Agriculture, Kanagawa Prefecture, on March 28th, but that meeting was cancelled due to the tsunami disaster.
The branch’s 2011 fall meeting will be held on the Towada Campus, of Kitasato University in Aomori Prefecture on August 24-25th. The Journal of Poultry Science bids welcome to submit reviews and original papers (http://wwwsoc.nii.ac.jp/jpsa/main.html). The first impact factor for the JPS (2010 IF) will appear in 2011.

USA

WPSA-USA and Canadian Branch of WPSA will be again host the joint WPSA Lecture at the annual Poultry Science Association Meeting that will be held in conjunction with the meetings of the American Association of Avian Pathologists, and the American Veterinary Medical Association. The WPSA Lecture will be given by Dr. Greg Mathis of Southern Poultry Research, Inc. and the title will be “History of the Poultry Industry: Scientific Breakthroughs”.
The USA and Canadian Branches, along with the PSA, will again be hosting a Student Mixer one evening during the PSA Annual Meeting. Check the PSA website for details
The annual travel grant programme for the USA Branch has been suspended indefinitely in order to accumulate sufficient funds to support travel grants to the XXIV World’s Poultry Congress, to be held on 5-8 August 2012, in Salvador, Bahia, Brazil.

A joint WPSA-USA/PSA bid for the 2020 World’s Poultry Congress (WPC) in the US is being explored. If found feasible, a complete bid for the 2020 WPC will have to be prepared and finalized for presentation to the WPSA Board in December 2011. The vote for the WPC will take place during the 2012 WPC in Brazil.

A change in Section 7 of Article 10 of the PSA Constitution is proposed to streamline the continuity in the terms of the Branch’s officers. This change, if approved by the membership, will call for the election of WPSA-USA Committee members every 2 years rather than every 4 years.

The procedure by which the WPSA Lecture speaker is selected by the WPSA-USA Committee and Canadian Branch of the WPSA will be revised. It basically places the identification and selection responsibility for the WPSA Lecture speaker back on the two branches, where it typically has been. The role of the PSA Board will be to make the final approval as it does for most symposia speakers.
